UN envoy proposes new roadmap for Libya’s political transition

UN Deputy Special Representative Stephanie Khoury has outlined plans for a time-bound advisory committee to address Libya’s political stalemate and advance towards elections.

Addressing the Security Council, Khoury announced the committee would comprise prominent Libyan figures and experts, emphasising its consultative rather than decision-making role.

She stressed the need for immediate agreement on national spending arrangements and unrestricted access to detention facilities.

The envoy identified several obstacles to progress, including unresolved historical conflicts, the recent Central Bank leadership crisis, and ongoing competition between armed groups.

Divisions over Supreme Council leadership and continuing arbitrary detention issues have further complicated the situation.

Khoury presented a framework centred on maintaining unity and stability, preserving Libyan ownership of the process, and establishing proper institutional spending controls.

She emphasised that success depends on political will and urged parties to avoid divisive actions.

The envoy also called for accountability regarding detention and kidnapping crimes, highlighting human rights protection as a UN priority.

She stressed the importance of managing migration within international law frameworks.
