Hamad government sets conditions for foreign car entry

The government assigned by the Libyan House of Representatives has issued new regulations governing the entry of foreign-registered motor vehicles into Libyan territory.

The new measures, designed to control vehicle movement and facilitate entry procedures, establish a standardised system whilst maintaining reciprocal agreements with other nations, the government announced.

Under the new framework, the Libyan Customs Authority will issue temporary customs plates for all foreign vehicles entering the country, whether for commercial, tourist, temporary work missions, or transit purposes. Vehicles of a political nature will be subject to special controls.

The regulations stipulate a validity period of 60 days for vehicles entering for commercial, tourist, visit or temporary mission purposes, whilst vehicles crossing to neighbouring countries will be granted a 15-day allowance. Each vehicle will receive a temporary entry card at the point of entry, which must be presented upon request to competent authorities within Libya.

Customs entry points will maintain special records of all vehicles receiving temporary customs plates, linked to a unified electronic system for tracking vehicle movements.

The Customs Authority will determine entry fees for the temporary plates, applying the principle of reciprocity. Upon exiting through any border crossing, drivers must return both the metal plates and entry card, or forfeit their guarantee.
