Libya’s Supreme Court affirms LARMO authority
Libya’s Supreme Court has issued a final ruling reinforcing the state’s exclusive authority to recover misappropriated funds, dismissing an appeal in Administrative Case No. 223/69.
The verdict confirms the Libyan Asset Recovery and Management Office (LARMO) as the sole body authorised to manage state asset recovery. The ruling, announced Wednesday, is not subject to further appeal.
LARMO Director Dr Mohamed Al-Mansali noted that the decision validates the office’s mandate to coordinate with domestic and international partners in pursuing state assets abroad.
“This ruling is not subject to appeal and represents a significant legal victory for the Libyan state,” LARMO stated Wednesday, emphasising its exclusive jurisdiction over asset recovery and management of returned funds.
The Office of Asset Recovery called for strengthened collaboration between domestic law enforcement agencies and foreign governments to expedite the identification and repatriation of billions in stolen state funds hidden in overseas accounts.
LARMO was established to recover Libyan funds transferred abroad illegally and manage returned assets. The Supreme Court’s decision strengthens its legal authority in pursuing these objectives.
LARMO officials indicate that several major recovery operations are already in advanced stages and may benefit from this enhanced legal framework.
