A leading Libyan academic has outlined a detailed proposal for a technocratic government as a potential solution to the country’s ongoing political challenges.

Professor Faidi Omar Al-Morabit, in an extensive analysis published by Ean Libya news outlet, argues that professional expertise rather than political affiliations could forge a path forward for Libya.

In his analysis, Al-Morabit emphasises that Libya’s complex political, economic and social challenges require a departure from traditional governance models based on tribal quotas and political alliances. He defines technocrats as specialised professionals who prioritise technical expertise over political considerations.

“The current political divisions and conflicts have significantly weakened Libyan institutions and hindered development projects,” Al-Morabit writes.

He presents a framework wherein technical expertise could drive administrative decisions independently of political pressures.

The proposal identifies four key advantages of technocratic governance:

– Administrative efficiency through evidence-based decision-making
– Restoration of public confidence in state institutions
– Professional management of economic challenges, including oil production and inflation
– Strengthening state institutions through merit-based appointments

However, Al-Morabit acknowledges potential obstacles to implementing such a system. These include resistance from current political stakeholders and the challenge of building broad public support. He emphasises the need for public awareness about the benefits of technocratic governance.

The academic concludes that a technocratic approach represents “an urgent necessity” rather than merely a political alternative, suggesting it could provide a foundation for national unity.
