Turkish parliament acknowledges legitimacy in agreements with Libya

The Turkish parliament’s Foreign Affairs Committee has approved a comprehensive military cooperation agreement with Libya that outlines the operational framework for Turkish forces in the North African nation, according to the pro-government newspaper Yeni Şafak.

The memorandum of understanding, which requires final approval from Turkey’s General Assembly, establishes protocols for Turkish military personnel in Libya, including provisions for infrastructure use, logistics support and administrative procedures.

The agreement covers the allocation of facilities, storage of military equipment, deployment of vehicles across land, air and sea, procurement processes, and financial regulations.

Separately, Turkish diplomatic sources told the newspaper that discussions are ongoing regarding a second memorandum focused on hydrocarbon exploration cooperation between the two Mediterranean nations. The talks aim to address challenges posed by a recent Libyan court ruling that suspended implementation of the agreement.

“The Libyan authorities have indicated they will address this matter through their domestic legal framework. We stand ready to proceed according to their proposed solution,” a Foreign Ministry source said, speaking on condition of anonymity because they were not authorised to comment publicly.

The source emphasised that both countries remain committed to their joint hydrocarbon exploration initiatives.
