Al-Swehli: Bouznika’s agreement to modify sovereign positions is declared unconstitutional
The former head of the High Council of State, Abd al-Rahman Al-Swehli, said that the Bouznika agreement regarding changing sovereign positions between the House of Representatives and the High Council of State is governed by unconstitutionality for two reasons.
Al-Swehli in a statement to the media explained that the first of these is to modify the voting ratios set out in Article 15 of the House of Representatives from two-thirds to an absolute majority, and that requires a constitutional amendment.
Al-Swehli added, “The second is for violating the principle of equality between citizens (Article 6 of the Constitutional Declaration) by defining who holds positions according to the party to which he belongs.”
